Customs regulation of shipping of goods in international mails

The principle of using the achievements of science and technology, modern technologies and information systems enshrined in questions of scientific support for the activities of the internal affairs bodies of the Russian Federation (hereinafter referred to as the first time enshrined in Russian norm-setting practice by Federal Law No. 3-FZ of the Police of February 7, 2011 [1]) ATS). This novelty actually gave the imperative character of the tendency that has emerged in recent years to introduce the latest scientific and technical developments in law enforcement in the field of detection, disclosure and investigation of crimes, ensuring public order, “digitalization” of public services provided by the Russian Ministry of Internal Affairs (hereinafter also the Ministry), a broad use of databases and automated information processing systems. At the same time, the implementation of this principle in practice requires the proper organization of scientific support for the activities of the ATS, starting, first of all, with the definition of an appropriate conceptual framework and the elimination of gaps and conflicts in legal regulation. The purpose of this study is to analyze the legal acts governing the organization of scientific support for law enforcement activities of the ATS, as well as the corresponding conceptual apparatus. On its basis, gaps and conflicts in the legal regulation of this sphere are illustrated, which necessitate a comprehensive revision of the system of departmental regulatory legal acts in this area.
