The article analyses the monographic study of Tatiana Ilarionova (doctor of Philosophy) “Germans in the Civil Service in Russia: History of Issue Following the example of the Far East Development” (Moscow, 2009). On the basis of a wide range of Russian and foreign sources, using Germans as an example, the monographic study portrays the history of foreigners as civil servants of Russian empire and their contribution to the Far East development.
