Technical modernization of the plant in the framework of measures of state support

The article deals with the problem of technical modernization of crop production. The crop production is a key branch of agriculture on which import substitution indicators are carried out. Further development of branch has to be based on an innovative basis. Under the modern economic conditions, competitive development of crop production is possible only on the basis of technical and technological modernization. At the same time, Russia has adopted a policy of resource import substitution, in this regard, it is important to strike a balance between the technological growth of agriculture and the possibilities of agricultural engineering. The article presents data on the dynamics of changes in acreage of agricultural crops in the Russian Federation, as well as on the trends of technical re-equipment. The evaluation of the policy of import substitution in the market of agricultural machinery is given. The national report "on the progress and results of the implementation of the State program for the development of agriculture and regulation of markets for agricultural products, raw materials and food for 2013-2020" was used to substantiate the effectiveness of technical modernization, which allowed to give a more objective assessment. The data on the availability and receipt of the main types of agricultural machinery for crop production, as well as the volume of their implementation in the framework of the state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food for 2013-2020 are given. The issues of state support for the promotion of new Russian technology, as well as state support for the promotion of technical and technological modernization of agriculture are considered. The conclusion is drawn that taking into account the sanctions it is necessary to leave as much as possible from a resource dependence on imports in production of crop production. In this regard the amounts of financing at implementation of measures of support, 2013-2020 put in national programme shouldn't decrease.
