Technological progress as a cultural phenomenon in the mirror of competing worldview determinants

The topic of this article is the evaluation of the phenomenon of technological progress in stadial and civilizational approaches to the socio-historical development of mankind. The work raises the problem of philosophical and worldview reasons for the predominantly negative assessments of technological innovations of the industrial era in civilizational approaches and positive assessments of the same innovations - in stadial approaches. The aim of the study is to identify perceptions that could form the basis for more objective assessments of modern scientific and technological progress and its products, in particular, technologies based on artificial intelligence, which often cause ambivalent attitudes towards oneself. As a result of the study conclusions are made that for objective assessments of scientific and technological progress and innovations generated by it, spiritual culture, which contains the bases of value relationships, cannot be opposed to material ones; to achieve techno-humanitarian balance modern societies must purposefully, not only spontaneously develop forms of normative regulation of technical innovations use, and this regulation must take place not only at the legal, but also at the ethical level of social relations.
