Technological entrepreneurship: From theoretical postulates to assessing the current state and identifying operational problems at the regional level

In the context of strengthening technological sovereignty and striving for leadership, the development of technological entrepreneurship is coming to the fore. It opens up opportunities to achieve two key goals: ensuring technological independence through new developments and gaining leading positions in the market. However, to formulate development strategies for this type of entrepreneurship, it is necessary to specify the theoretical foundations of its activities and to assess its current state at the regional level. This study clarifies the essence of the term “technological entrepreneurship”, identifies and systematizes approaches to its definition, highlights key differences from related concepts (particularly, “innovative entrepreneurship”), justifies the choice of statistical indicators suitable for assessing its state, and provides an analysis of the dynamics of these indicators at the regional level in recent years. The research methodology is based on theoretical and empirical methods, including analytical and systematic literature review, comparative analysis, and statistical analysis. The main findings of the study are as follows: first, it was established that the essence of the concept of “technological entrepreneurship” is rationally analyzed from the perspective of approaches based on: the stages of the production process and functional characteristics; second, it was proven that the defining characteristic of this phenomenon is the presence of a technological component at its foundation. The analysis of indicator dynamics characterizing technological entrepreneurship revealed key problems in its functioning at the regional level. Specifically, it is a deterioration in conditions for the development of innovative projects; a decline in business interest in technological development; a decrease in organizational engagement in innovative activity; and the predominance of implementing ready-made technological solutions over their development.
