Technology of test development: part I

In the article the universal process of development of all types of psychodiagnostics tests is described for the first time ever in Russian psychodiagnostics. The process consists of 14 steps grouped in 8 stages. Object realization of each step is necessary condition for test development. Absence of any step or untimely fulfillment of corresponding objects will affected test quality and will increased time spending and input of means. The exposition of material is divided into several parts. First part describes first two initial stages: organizational and substantive. These stages are foundation of test development. In the process of their description the most essential and low-illustrated problems of test development are pointed.
