Test development technology: part V

The paper is the continuation of description of step by step test development technology. The paper describes VII "technical" stage of test development and discusses the most important tasks ("steps") related to technical reports and legal implementation of a test. The same stage includes issues of intellectual property protection of test developers and publishers, problems of test reviewing and certification.
