The technology of realization of principles of democracy and professionalism in the municipal legislation (the case study of legal systems of Russia, the EU and the U.S.)

The article deals with the question of combining the principles of democracy and professionalism in the legislative process. The author gives some examples of such combination from European Union, analyzes the problems arising Russian municipal lawmaking.
