The article examines the problem associated with the impact of sanctions on the Russian national system of university education and on university science. The relevance of this topic is due to the fact that sanctions pressure from the West was extended not only to the financial and economic sphere, but also to the humanitarian aspects of Russia’s development, in particular to the university education system. Until now, the Russian education system developed in line with globalization and in the process of abandoning this paradigm this system fell under a number of restrictions. The author indicates that the sanctions could not significantly affect the university education system. However, the impact of sanctions on the state of Russian science and education is multifaceted. In order to imagine the situation that currently characterizes the development of the scientific and educational sphere in Russia, the article uses the SWOT methodology. The analysis showed that sanctions against the national system of university science and university education carry deferred risks and indirectly affect the socio-economic system, as well as the state of the state’s defense capability. The article provides recommendations that, in the author’s opinion, should become the basis for Russian anti-sanctions policy in the educational sector. The author recommends paying attention to the need (1) to move to the stage of industrialization of the educational system; (2) to create a national scientific and industrial base that will reduce the level of import dependence of university education on foreign technological products and technologies; (3) to use the potential of various institutional entities that allow organizing inter-university cooperation; and (4) to rethink the past experience of Russian higher education pedagogy in order to ensure the sovereignization of the national system of university education.
