The dynamically developing market of tourist services and growing needs actualize a diverse offer, determine the vector of formation of the business environment and infrastructure, and contribute to the implementation of national and regional projects in this area. Cruise tourism is a promising direction, since the territorial subjects of Russia have the necessary natural resource and socio-economic potential, which allows us to predict a positive commercial effect and a sustainable impact on the regions. The specifics of the cruise are due to the growth of global demand, regulatory and legal regulation of certain aspects of safety and factors characterizing the state of coastal territories. The article is focused on cruise tourism as a type of services that have increased requirements for safety and comfortable stay conditions. The special attention is paid to the trends and development features of cruise tourism, characteristic of the regions of Russia and the existing industry, economic and infrastructure constraints. The article considers the favorable conditions for the cruise tourism sustainable development in the structure of services of the country’s regions. The author characterizes trends and factors influencing the dynamics of supply and demand and determines the main restrictions related to the level of socio-economic development of the territories, regulatory and institutional features of regulating the safety of tourists. The article identifies the need for more active work in the regions on the implementation of programs and projects for the cluster development of cruise tourism in federal districts and regions with significant water potential, as well as the formation of new insurance products and services that are the basis for improving consumer safety.
