Trends of development of contract system of public procurement abroad

In modern conditions of increasingly complex economic relations, globalization of the world economy, the development of new processes between States, it is becoming increasingly important for each state to support domestic producers. Small business structures are the most vulnerable, faced with difficulties in production and sales of their products, so the state in support of domestic producers offers a contract system for small and medium-sized enterprises, such world experience is implemented in many countries and allows the national economy to work effectively, preserving the manufacturer, jobs and government revenues. There is a need for States to improve their legislation and bring it into line with WTO requirements. Currently, the WTO has adopted an Agreement on public procurement, and not all members of the organization have ratified the agreement. At this stage, the Russian Federation is in the process of accession to the agreement.
