Theoretical aspects of social planning of the engineering industry in 1960-1980-ies in scientific literature of Soviet and post-Soviet periods

Social planning of the industrial enterprises arises in the second half of the 1960-ies in connection with Kosygin’s economic reform. The article analyzes the theoretical aspects of the study in social planning in the soviet and post-soviet scientific literature. It considers the researches presenting models of machine-building industry social planning, as well as the general structure of specific enterprises social development plans. The review sheds light on debatable questions in the studies of the Soviet social scientists associated with the elucidation of the essence of «social planning» concept. The specificity of the Soviet period studies is characterized with taking into account given ideological attitudes of the time, which imposes a significant imprint on the study of social development of the engineering industry enterprises. The ideological predetermination of the authors focused them primarily on the justification of erasing social differences of the social production participants and not an in-depth study of economic and material incentives influencing in motivating workers. An overview of the post-Soviet researchers’ studies is also provided, in which problems of social planning are studied on the basis of overcoming ideological and theoretical schemes of the preceding period from the standpoint of national economic complex functioning critical evaluation. At the same time, it is noted that a comprehensive study of the social enterprises history in the 1960-1980-ies is currently at the stage of formation.
