Industry, being one of the most important elements of the economy, influences the development of territories through the results of its production, financial and economic activities. In this regard, the need for the development of industry in the regions and the country is beyond doubt. However, in order to implement measures for the development of industry, it is necessary to understand what potential it has, which industries need to be considered in the context of industrial potential. With the development of technologies and changes in business processes, researchers consider the industrial potential of the region in the context of digitalization, clustering, cooperation, and an ecosystem approach. The purpose of the study is to study the theoretical aspects of the industrial potential of the region, including government programs aimed at its development, which is a strategically important task of the authorities. Regulatory support for the development of industry and its potential is presented in state programs at the federal and regional levels. The analysis showed that most researchers rely on a resource-based approach in the study of industrial potential, and the result is the willingness/ability to further develop industrial potential and the ability to produce competitive products. The essence of the industrial potential of the region is reduced to the ability of enterprises in the region to ensure the production and sale of competitive products, with structural components: logistical, labor, financial, innovative, investment, infrastructural potentials.
