Theoretical and methodological foundations of essence and structure of human resources

As you know, one of the strategic directions of development of the Russian Federation in the XXI century is a smooth transition to an innovative economy, i.e. the economy, the basis for which will be the knowledge and professionalism of the people, creativity and innovation. The development of an innovative society depends primarily on human resources, which are the intangible component of any organization. The human resource is an important factor of production, and has a direct impact on human wellbeing of the company and the state. Improving the quality of human resources may lead to a decrease in the proportion of the costs of production and increase of sales volume. Thus, decreasing the marginal costs of the enterprise, the company can later sell their product at a lower price and with better quality. Human resources is a means of labor in production. The article discusses the concept of "human resources" in terms of modern domestic researchers. The author gives her own concept of the economic category, taking into account the views of Russian scientists. In addition, the author composed a three-level model of the human resource structure and clarified the definition of the elements forming this structure.
