The article deals with the theoretical and practical aspects of strategic management of the formation and use of food resources in the stabilization and restoration of economic growth in the agricultural sector of Russia; the basis of the theory and methodology of the food strategy of the region, the basis of the modeling parameters of the system of formation and use of food resources. The need to develop an effective specialized integrated mechanism for the development of the system of formation and use of food resources in the region, aimed at the implementation of economic, social, scientific,technical, organizational, information measures for the formation of food resources, expanding the capacity of the food market, ensuring the sufficiency and economic availability of food, the exclusion of emergency food situations on the basis of mobilization of the potential of their own production is reflected.
