Theoretical foundations of the development of an import substitution strategy

One of the consequences of the sanctions pressure of the collective West on the economy of the Russian Federation is the need to develop an effective import substitution strategy and provide it with all the necessary resources. The policy of import substitution is a relatively new scientific concept and direction of management activities that require not only theoretical understanding, but also appropriate resource provision. As a theoretical basis for the development of import substitution strategies, the models of Ansoff, Kotler, Porter, Steiner, Thompson and Strickland, tested in practice, were used, for each of which an alphanumeric system of codification of development factors was developed. From among the basic strategies of these authors, strategies that meet the criteria of the import substitution strategy were selected. Each developed import substitution strategy should meet the criteria of the Romanenko-Rumyantsev economic efficiency matrix used as a tool for a comprehensive assessment of resource use. It is noted that the solution of the tasks of managing the import substitution strategy requires not only the concentration of additional resources in this area, but also the operational restructuring of the management training system in the higher education system.
