Theoretical basis of process management of the provision of medical services

The article presents the developed theoretical foundations of managing the processes of providing medical services in modern conditions, based on the use of resource, agent approaches, option theory, and scripting methods. The implementation of the processes for the provision of medical services is the result of the reflective interaction of actors participating in these processes with the goal of either meeting the need for the necessary resources (services) or transferring (selling) resources (services). Depending on this, participants in these processes are divided into three classes: 1) consumers of medical services and resources (patients); 2) creators of medical services (medical personnel); 3) producers of resources (industrial enterprises, etc.). Their behavior and interaction is determined by rules and knowledge. Effective / efficient will be the implementation of the processes of providing medical services subject to two conditions: 1) the introduction of a personalized approach in them, taking into account the formation of loyalty of their participants (actors); 2) providing them with resources in accordance with the needs of the participants. At the same time, the amount of resources should be minimal, but sufficient to satisfy all the needs of the participants in the processes. Fulfillment of these conditions is possible when implementing management decisions in the form of a variety of basic and variable options - options for action under various conditions (scenarios), which will provide adaptive management in the field of domestic health care.
