The article deals with the theoretical aspects of creating and realizing the projects of city development. The synergetic concept of the project activities arrangement is proposed. The administrative potential in the sphere of municipal management as the key subject of projecting is estimated. The obstacles aggravating the process of creating and realizing the projects are determined.
