Theoretical approaches to the management of regional systems for secondary resources management

The article reveals the essence of theoretical conceptual approaches in managing the development of the waste and secondary resources management system. Understanding the differences in conceptual approaches allows us to comprehensively formulate regulatory measures, taking into account the risks and benefits in the short and long term, as well as taking into account the risks and benefits at each stage of managing regional systems for handling secondary resources. The purpose of the study is to systematize ideas about existing theoretical concepts for managing waste management systems and secondary resources. Attention is paid to controversial issues that had a significant impact on the formation of environmental policies in countries around the world. It is concluded that Russia as a whole today is characterized by a high material intensity economy, but there are also elements of regulation of the handling of secondary resources within the framework of various conceptual approaches. Thus, within the framework of the economic approach, six instruments of state support are offered to businesses, and the idea of introducing environmental criteria when purchasing certain types of goods is also being implemented. As part of the technological approach, Russia has been implementing a policy of modernization and transition to Industry 4:0 since 2019, through the introduction of the best available technologies for enterprises with a significant negative impact on the environment. The article substantiates the need to organize integrated management of regional systems for handling secondary resources.
