Theoretical and legal representation of relationship of public institutions and public policing in ensuring law and order

The development of social control in the Russian Federation determines the consideration of its relationship to the state control institutions. The article attempts to analyze this relationship and to make a conclusion about the importance of coordinated activities of public institutions and public policing in ensuring law and order. In the public mind, as before, there remains a negative attitude to law enforcement agencies, which in turn increases the level of confidence to power, and contributes to the development of legal nihilism in the country. In this context, it sees the need to improve the activities of the police in the direction of its opening to the public, and more - to coordinate the activities of state and public institutions on the most significant issues. Among these issues is listed and policing. Public control in the field of rule of law is an objective necessity at this stage of development of the Russian state, which exist negative factors relevant to the activities of bodies for the protection of public order. The active involvement of the public will improve the efficiency of the judicial system of the state.
