The problem discussed in the publication attracts attention by the use of a specific method in revealing and assessing such a complex topic in Russian history, the events of the 1940s and modern times associated with the mountainous regions of the Caucasus and, above all, the forced resettlement of ethnic communities living in these territories, the implementation of measures by the highest public authorities in modern conditions for their rehabilitation, interpretation of aspects of the problem taking into account the psychological factor in an extremely difficult, emergency situation of life, when there was a constant manifestation of a special dominant. Solving this issue scientifically to a certain extent, according to the author of the article, allows, taking into account the reliance on the theory of dominance, to reveal the mechanisms both in the past and in modern conditions for solving these measures. In this regard, it is important to use such a method as socio-geographical synthesis. Consideration of the issues and their interdependence, accordingly, is aimed at reflecting the vital factors that contributed to the “resistance” of ethnic communities against the use of such forms of “punishment.” The results of the measures taken in the incredibly difficult conditions of life in the sphere of economic management and the rehabilitation of citizens using the example of the mountainous regions of the Caucasus remain relevant.
