The article discusses the problem of the relation of theory and practice in the process of implementation of laws. In this regard, the effectiveness of law is discussed. The opinions of scholars - adherents of pragmatism, positivism, sociological school of law are reviewed. The author proves the necessity of deterministic development of legal science, education and practice, and considers its conditions.
