The retrospective analysis of classical and program-target TPC formation is made. The experience of management by the processes of the creation of Timan- Pechora TPC is considered. Opportunity and expediency of transformation of ideas and methods of the territorial organization of production of the Soviet period in relation to the modern conditions of market economy is shown.
