The territorial social self-regulation in Russia: power institution or civil society institution

This article discusses the political-legal nature of territorial social self-regulation and its elements at different stages of the Russian state development in Soviet and post-Soviet period. This paper states that if in the early 1990s the territorial social self-regulation was a full part element of local self-government system, then territorial social self-regulation authorities were regarding as a special kind of public authorities and they could be given powers of local self-government authorities as well as ones could be financed by the local budget. At the present time the territorial social self-regulation is perceived as an element of the civil society with a special status, having a definite territorial binding, but the territorial self-regulation authorities are regarded as non-profit organizations.
