The article is devoted to consideration of the peculiarities of the introduction of a unified state examination in secondary education institutions and a testing system in higher education institutions. The authors have analyzed the mechanism for conducting the unified state examination, the composition of the disciplines included in it, as well as the socioeconomic consequences of the introduction of a system of tests while conducting final tests in secondary and higher education institutions. In the course of study the conclusion was made that while implementing the USE, the transformation took place - the change in the content of test items, forms of control over students, the number of the subjects themselves. There is a tendency of expanding the list of disciplines in which the conduct of the USE will be required. The analyzed directions of testing development and implementation of the USE form the entirely negative picture of this form of education and assessment of knowledge. However, the system of the USE has an important positive effect, which, in the opinion of many experts, compensates the negative effects of testing assessment of knowledge.
