In modern conditions, the topic of personnel management seems more and more attention. This article explores approaches to personnel Management in the organization in modern conditions. One of the sought-after ones in crises is an approach to staff as to organizational resources. In this case, issues of selection of personnel policy within the organization are of particular importance.

In modern conditions it is paid more attention to the theme of personnel management. The theme of qualitative manufacture work and decision of questions is connected with the growth of competitiveness, profitability of establishment and its stability is based on qualitative staff and the potential of the staff. Further development of establishment, except the main financial and economical component, also depends on degree of interest and participation of staff in processes of establishment’s improvement. Foreign and Russian scientists developed theoretically founded instruments, models and methods of personnel management, which are the foundation in development and realization definite conception of personnel management, as a result of it there is a choice of forms and methods of their management and also there is identification of first-priority tasks. While realization of key instruments of personnel management in modern conditions it is important to base on studying definite works in the branch of personnel management. Some foreign and Russian scientists in their works hold an analysis of different directions in realization of personnel management's activities , including studying functions, connected with the united system of direction: from processes of staffing policy’s formation to economical, legal and organizational conditions of personnel management.
In her works «Improvement of staff's motivation system» [1] and «Problems of personnel management in Russia» [2] A. R. Kuznetsova opens the role and peculiarity of personnel management's system, defines complex functions of management, showing their influence on activity of enterprise. The author of these works pays a special attention to specificity of analyses of employment market, considering the processes of creation enterprise’s potential of staff. In addition to it, accepting employees, i.e. personnel policy of organization, is connected, as the author says, with strategy of enterprise's improvement.
Nowadays while studying current methods of personnel management it is necessary to pay a special attention to scientific work by G. A. Reimarov «Complex evaluation of staff: Engineering approach to management of labour quality» [4], which is devoted to methodology and practical use of informational systems, which are necessary for comprehensive valuation of employment level of staff's activity in industrial area. In his work the author reflects the results of studying which are got and validity of analyses. Methodology and principles in foundation of comprehensive studying about employment of workers and employees of enterprise are directed to Russian peculiarity of working mass. This work is one of the main scientific developments, describing entire methodological structure of interconnected ways and results of analyses, guaranteeing comprehensive valuation, in turn, motivation of stable and qualitative employment of workers. The mentioned book excels and prevails over Russian and foreign researches of similar character as in system as in analytic aspect. It is also argued in it that it is the foundation of new scientific direction and in the greatest degree it fully answers demands of innovative development of economics, i.e. direction of labour quality. The author of the work reckons that the future of the country in the main degree depends on qualitative use of primary capital of organization, i.e. human resources. The peculiarity of this book is that developed methodological aids and instructions are characterized and also the results of their use in different branches of economics.
The authors of work «HR-practice. Personnel management. What it is indeed» [5] under the guidance by O. Svergun used the materials on the base of current management experience of leading HR-managers of Russian enterprises. In their work they summarize practical educational course «HR - practical work», describe a line of some technologies in branch of personnel management and relations to development concrete skills, their use and insertion. Current ideas which are suggested in this work are directed to exploitation of personnel resources for completing definite tasks of enterprise. A special accent in this scientific work is devoted to personnel management as intermediary of ideas and current tasks in the branch of management of human resources. It is marked by the authors that there is no only one right decision and definitely concrete and right choice in personnel management. They reduce a practical experience to general review, the studying of which can be entertaining and necessary in management.
Besides Russian scientific works in the branch of personnel management, it is also necessary to say about international experience of studying this question.
The interest in Russia to the works of scientists and practitioners in the branch of personnel management not only Russian but foreign scientists indicates a special interest to examination of fundamental practices of international concept, as organization of employment relations of foreign countries points human resources to the use of appropriate experience at work.
It is especially necessary to appreciate the value of work « The value of staff: how to manage human capital to realize a policy», which was written in coauthorship with Mark A. Huselid, Brian E. Becker, Richard U. Beattie [3]. It is pointed in it that while investing human resources, the realization of enterprise's policy is possible through the way of mind, capability and the definite way and behavior of its employees. The authors mark that in order to qualitative personnel management it is necessary to make a value of their work. As a matter of fact, it lets make this conception of transferring and decomposition of strategic aims for planning operating activities and control of their achievement, which is analyzed at this work as practical mechanism of achievement of formulated aims in present competitive environment.
Under examined scientific material in the branch of personnel management it is developed a common view about fact that all aspects in this branch are thoroughly studied and theoretically ordered and thoroughly explored, that let us make a conclusion about the presence of general conception about managerial basis of different branches of personnel policy. At the same time within human potential's management employees of personnel services of the highest levels must make their choice of more acceptable form from a big amount of forms for solving definite aims and tasks or to make their own personnel policy. In this connection, as a rule, some problems are appeared, as current abundance of available ways of solving tasks more often difficult to contain in current managerial situation. Still the choice is left for managers that can whether make their own inner policy of enterprise by themselves by means of their employees or make expert conclusion on the basis of comprehensive studying of available policies and use more acceptable from them for improvement inner personnel policy in enterprise.
