In modern conditions, the socio-economic paradigm is changing, which is due, on the one hand, to a knowledge economy, on the other hand, to the need to develop innovations that determine the competitiveness and level of development of the national economies of the world. Obviously, the progressive development and improvement of production processes (the change of technological structures) can not be carried out without raising the level of human capital in society, increasing the potential and qualification of the labor force. These changes largely depend on the education system. Practically in all countries of the world there is an active process of modernization and changes in the system of training. There are new forms and approaches, such as: continuous education (the concept of "Education through life"), informal forms of education, self-education, etc. Without the development of these approaches, it is impossible to become a competitive state in a dynamically changing social, political and economic environment. In particular, this applies to countries in which the technological structure is changing and there is a need to move to new technologies.
