"Brake" of the housing legislation of the Russian Federation

The author analyzes the reasons for the stagnation of the housing sector of the Russian economy. He considers the peculiarities of housing legislation from different points of view and draws a conclusion about its redundancy and inefficiency. It proposes to abolish 90 per cent of the resolutions of the highest authorities, to establish a two-year moratorium on the introduction of new normative legal acts and to translate the regulation of housing and communal services into the scope of civil legislation.
