The article is devoted to the historical and pedagogical analysis of the phenomenon of public law, little developed in domestic science, as one of the forms of regulation of relations in the field of public education. The development of the theoretical provisions of public law was actively carried out by representatives of the domestic legal science of the 19th century, who adhered to Slavophiles views on the development of the state and law in Russia. Public law, interpreted from conservative, patriotic positions, was presented to Russian lawyers as a national analogue of public law. Representatives of the Slavophiles branch of legal thought paid great attention to the issues of legal regulation of general education and upbringing, seeing in them an important area of joint activity of the state and society in the field of public education, ensuring the development of Russian state and public institutions based on national traditions. Many professors of the Faculty of Law of Moscow University held conservative, patriotically oriented views on the development of national education. The article points out that the creator of the concept of public law V. N. Leshkov in his legal writings paid great attention to the issues of upbringing and education, as well as another professor of the law faculty of Moscow University - P. G. Redkin, who had a great influence on the choice of the life path of his student K. D. Ushinsky. It is emphasized that the ideas of public law are not a historical rarity. Under certain conditions, they have an indirect influence on the formation of modern ideas on the actual political and pedagogical problem - the strengthening of traditional Russian spiritual and moral values.
