The author analyzes the essence of the notion of traditional and modernity societies. The hypothesis is propounded, that the modernist style arises from the tradition, and it is based on the latter, and continuously co-exists with the tradition, in spite of the new system quality, which has been acquired by the society. Depending on the stages, the tradition may have either reinforcing or hampering influence on system processes. The comparative analysis has been carried out on the NIC development data (new industrial countries, so-called Asian tigers or Asian dragons) in Eastern Asia and in the Pacific basin. The author has made the conclusions concerning a possibility of this experience application for present day Russia.
