Transformation of the institute of land ownership during the years of "perestroika": political and legal aspect

For a long time during the Soviet state, the unshakable thesis reflecting the socialist socio-political and socio-economic system was the public ownership of land, which was managed exclusively by the state (represented by the relevant authorities and administration), and legal entities and individuals using land plots could only be in the status of users on the terms that the state determined. However, with the beginning of the famous Gorbachev "perestroika" (1985-1991), the situation began to change, since the perestroika processes began to adjust, and significantly, the economic foundations of the functioning of the Soviet state. The article examines the peculiarities of the change in the status of land ownership in the specified period from the standpoint of political and legal nature. It is noted that by the end of the RSFSR, laws were adopted that allowed private ownership of land, which contradicted the union laws, which, however, ceased to be effective in 1991 due to the collapse of the USSR.
