Transformation of the quality and lifestyle of the population of Russia in the conditions of the new socio-economic reality

The aim of the study is to analyze and assess the processes of transformations of the lifestyle and quality of life of the population of the Russian Federation caused by the formation of a new social reality. The article deals with the development of a healthy lifestyle and improving its quality in conditions of environmental and economic crises, macroeconomic instability, and uncertainty. Particular attention is paid to the problem of developing high-quality health care, healthy nutrition, improving the environmental situation, and their role in providing basic conditions for solving the problem. These indicators were chosen for a more structured modeling of the phenomena of «lifestyle» and «quality of life» in connection with their determining influence on a person. Comparison of these indicators with the manifestations of a new social reality (a new style of work, processes of revising old values, the growth of severe restrictions, and the emergence of innovations, such as the development of online services, virtualization of social and professional ties, etc.) makes it possible to more substantively determine the objective ratio of quantitative and qualitative characteristics of these phenomena. Based on the study of a wide range of domestic and foreign publications, the authors put forward the idea of a systematic scientific approach to the theoretical, methodological and organizational, and practical verification of the quality and lifestyle of a modern person, involving the use of relatively new concepts: evolutionary development, noonomy, neural network modeling, creativity, digitalization, as well as the idea of a «circular economy» which is a synthesis of the earlier concepts of «industrial ecology» and «blue economy». Using the example of the Ural region of the Russian Federation, the paper highlights various aspects of state (federal and regional) policy in this issue and formulates recommendations for improving the current situation.
