Transformation of approaches to the implementation of the national research and development policy of Russia particularly concerning support of industrial enterprises innovative activity on the example of subsidy competitions

The paper examines the issue of key trends in the transformation of approaches to the implementation of national research and development policy of Russia particularly concerning support of industrial enterprises innovative activity on the basis of the empirical case study of subsidy competitions. The research methodology is based on a combination of time-transgressive and synchronic analysis. The chronological framework of the study corresponds to the period 2013-2022. It is established that within the specified time interval the national research and development policy of Russia in the aspect of supporting the innovative activities of industrial companies was adjusted mainly in the trend of expanding access to the subsidy competition and increasing their size. At the same time, there are tendencies to stimulate participants in competitive procedures to participate in the import substitution process and to increase the range of permissible areas of expenditure. Simultaneously, the strategic priorities for the selection of subsidy areas remained unclear. As a consequence, the subjective factor in the form of the structure of the commissions that determine the list of priorities, and indicators of the effectiveness of project implementation remain of great importance.
