The article analyzes the changes taking place in the state system of protection of citizens from the loss of labor income risk in Russia. The main reasons for such changes are considered. The risk control and risk financing are systematized. Attention is focused on the transformation of the principles of financing and priorities of the social protection system of citizens in case of loss of labor income.
