Transformation of crime in the XXI century: features of prevention and counteraction

Introduction: in this article, an attempt is made to consider and analyze crime trends that will affect various spheres of human life in the very near future, taking into account the processes of globalization, networkization, digitalization and algorithmicization. It reveals the features of crimes in high technologies and their relationship with other illegal actions. Particular attention is paid to new types of criminal activity (cyber terrorism, cyber fraud, phishing, spoofing attack, inducement to suicide, cyber bullying, production and distribution of CSAM content, etc.). Materials and Methods: in the course of the study, general scientific and technical methods were used: logical, comparative legal, systemic and structural, statistical, as well as content analysis of Russian and foreign sources. Results: modern criminal activities include terrorism, corruption, cybercrime, drug and arms trafficking, human trafficking, counterfeiting, as well as violent, economic, organized, transnational crime, including illegal acts against flora and fauna, as well as the cultural and historical heritage of mankind. The creation of the Internet and the spread of digital technologies have changed the nature and structure of crime. In this connection, modern methods of preventing and counteracting such criminal offenses were proposed. Discussion and Conclusions: the necessity of introducing new methods of law enforcement activity based on the use of IT-technologies is substantiated. The value of predictive (predictive) analytics, crime prevention and administrative offenses in operational-search, expert, investigative activities and legal proceedings is shown. The need for a gradual transition from a repressive-punitive system to a preventive model of minimizing crime is noted.
