Transforming the role of the state: from capital to human centrism

The article deals with the problems associated with the transformation of the role of the state as a structure of economic and social formations in modern society. It is determined that the ability of the state to ensure the sustainability of such a system is limited by its conservative nature. The state’s capacity in providing the institutional environment for the implementation of the technological revolution 4.0 is analyzed based on a change in the priority of production factors and the replacement of financial capital with social one. The author’s approach to substantiating the determining role of the state in the institutionalizing social norms of behavior is based on the need for a large-scale reorientation of society from capital-centrism to human-centrism in all forms of activity organization. Based on the analysis of the specifics of the situation that dominates the economy, society and technology, the decisive role in the development of society is assigned to a person as a systemic integrity, capable of both self-organization and self-development. It is shown that human-centrism originates in the education system, which should be subject to the formation of a personality capable of self-organization and generation of their own knowledge, which determine the quality of intellectual autonomy.
