In recent years, the Russian economy has operated under conditions of economic instability and demographic changes. The Russian labor market is undergoing a significant transformation that significantly impacts human resource management processes. One of the key manifestations of this transformation is staff turnover, which threatens the stable functioning of organizations and the personnel security of the country and its regions. The article analyzes the specifics of the Russian labor market transformation in the context of staff turnover, considering the influence of external factors and generational structure. The article pays special attention to classifying staff turnover factors. The article systematizes ways to reduce staff turnover and stabilize personnel flows, and highlights factors that determine an appropriate staff turnover rate. The article concludes that an effective personnel policy must consider generational characteristics, increase staff motivation, and reduce turnover.
