The investment behavior of population is viewed as a qualitative index of effectiveness in the state and personal financial relations. The multi-direction of consumption and saving is examined under the financial crisis as including the transformation pattern of the population saving behavior, manifestation of personal saving behavior, demonstrating the aggressive or conservative financial policy variations.
