The tourism state regulation system transformation

The article is devoted to the analysis and preliminary assessment of transformation processes in the system of state regulation of tourism. The tourism state regulation system as a branch of the national economy today is mainly a field for discussion among tourism practition-ers and officials of various levels. At the same time, Russian scientists studying the of tourism development management on a national scale don't pay enough attention to it. The article pro-vides an overview and structuring the publications on this topic for the period since 2015. It also provides an analysis of structural changes in the composition of the subjects of tourism state regulation at the federal level and the transformation of its targets in a pandemic. Tourism has become one of the sectors most affected by the Covid-19 pandemic. That is why many tasks and goals laid down in the Tourism Development Strategy until 2035 and the draft for its implemen-tation plan have faded into the background or postponed to later periods. A national project "Tourism and the Hospitality Industry", an integrator of all measures of state, regional programs, national projects, federal projects impacting on tourism development, is the way to improve the tourism state regulation system in the Russian Federation. As anti-crisis tools, a pool of measures to support industry entities, as well as support for domestic tourists and stimulate demand for domestic tourism products, has been developed and is being successfully implemented.
