Assessment of the capital investment management system within the framework of the federal targeted investment program and the complex state program of the Russian Federation «Construction»

The article is devoted to the study of the current state of the capital investment management system within the framework of the Federal Targeted Investment Program (FAIP) and the comprehensive state program of the Russian Federation «Construction» (CGP «Construction») in the context of digitalization of the Russian public administration system. The work uses theoretical research methods: bibliographic description, analysis of scientific literature on the research topic, generalization and synthesis. The characteristics and relevance of the tasks of developing social, industrial and special infrastructure within the framework of the implementation of state policy are given. The goals and objectives pursued by the state in the implementation of the State Enterprise «Construction» are described. The general principles of the FAIP for 2024-2026 are characterized, the composition and directions of budgetary allocations for the FAIP for 2024 are noted. Based on an analysis of scientific literature and open data of government agencies, the existing problems of the capital investment management system within the framework of the FAIP are summarized. Conclusions are drawn about the need to revise modern approaches to planning and managing FAIP with a focus on overcoming systemic problems and contradictions.
