Transformation of a control system of culture institutions of club type in the 1990-s - early 2000-ies: regional aspect

The article is devoted to the problem of transformation of regional policy in the cultural and leisure sphere in the crisis period of the turn of the XX-XXI centuries. On the materials of the Republic of Bashkortostan the changes in the management system of cultural institutions of the club type of various departments, the actions of regional authorities in the preservation and development of the network of these organizations are analyzed. At the same time, both the all-Russian trends typical for the given period and the specific features of the region under study are revealed. In particular, the author comes to the conclusion that the peculiarity of Bashkortostan, in comparison with the majority of subjects of the Russian Federation is that during this period it was possible not only to maintain the network of state club institutions, but also to increase it. The specifics of the region was the fact that the number of rural club institutions of Belarus took the first place in Russia. The author pays special attention to the program methods of regional cultural policy, as well as to the problem of implementation of the reform of local self-government in the cultural and leisure sphere.
