The one of the main social priorities of investment transport complex development according to the Russian Transport Strategy is population mobility and transport services availability. The availability and quality of transport services in accordance with social standards increases transport activity, the quality and living standard of the Russian population. First of all, within the framework of this goal, it is planned to provide passenger transportation on socially significant routes, including ensuring their affordability, among them regions of the Far North and equivalent territories. Factors, which can influence the transport activity population, are diverse and sometimes unpredictable due to the complex mechanisms of interrelationships and mutual influence of the transport system with other subsystems of society. Dedicating these factors and identifying patterns in passenger traffic modeling is a complex task that requires a large amount of high-quality socio-economic information. In this research briefly focus only on some indicators and factors which reflect the relationship with the transport population activity. Among the selected factors, it should be noted, such as: the route networks development, type of aircraft, cost and spent time on the road. Taking these factors into account allows us to determine the optimal network characteristics of ground infrastructure objects and standard indicators of transport population activity with minimal budget costs.
