The requirement for publication of scientific articles in Scopus, Web of Science is contradicted to the constitution and laws of the Kyrgyz Republic

The author, based on an analysis of the draft regulations of the National Attestation Commission under the President of the Kyrgyz Republic on the procedure for conferring academic titles and degrees, comes to the conclusion that they are unconstitutional, illegal, unreasonable, inconsistent with the international obligations of Kyrgyzstan in the field of integration into the EAEU, discrimination against Kyrgyz jurisprudence and proposes to unify the requirements for applicants academic degrees and titles in the Kyrgyz Republic by analogy with Russia and Belarus.
