Requirements for persons exercising active and passive suffrage by participating in municipal elections

The article analyzes the requirements for persons wishing to participate in municipal elections by exercising active or passive suffrage. The author points out the need to form a uniform approach to the establishment of qualifications for participants in municipal elections and proposes to fix the permanent residence qualification for persons applying for elective positions in the relevant municipality, as well as to disclose the concept of "permanent resident in the territory of the relevant municipality" in order to uniformly interpret it and avoid problems of law enforcement.
