Requirements for modular cluster systems in the open innovation policy

The paper examines the activities of the open production module as part of the industrial cluster. It is shown that the cluster control system as a whole should be based on the matrix method with production modules in some nodes of the matrix. These modules are directly subordinate to the coordinators of the project; they reconcile details with other modules connected by the surplus value production chain. Formation of efficiency criteria was analyzed in the form of simple multipliers the product of which characterizes the module's effectiveness in all areas of its activities. The necessity of increasing the number and improving the quality of competences of the module's top-management was substantiated.
