The state guarantees the equality of human and civil rights and freedoms regardless of the circumstances. The Russian Federation guarantees the right of every person to education and creates the necessary conditions for receiving it without discrimination. Education forms a person and society. Modern society through inclusive education leads to the need to rethink the educational process and moral and ethical traditions. While considering the positive and negative aspects of inclusive education, speakers forget about the fact that participants and conditionally healthy participants are involved in this process. Only in the case of the three-tiered approach realization in the issue of inclusion in the educational organization the achievable effective interaction can be reached, when the process of training is carried out not only for the preparation of the disabled for independent life, their integration into society, but for the society itself develops and acquires a new face, new culture, the culture that is ready to take each person with his features.
