Assessment of Responsibility, Competencies, and Ethics of Public Officials

The article examines citizens' attitudes towards assessing the level of responsibility, competencies, and ethics of public officials, as well as discusses approaches and tools used for this purpose, including the index method. The study of public officials was based on three sets of indicators: citizen surveys and evaluations, data processing, and the calculation of sub-indices and an integrated index. The index criteria were developed considering the following factors: (a) alignment with the objectives, themes, and principles of the research work, (b) simplicity of data collection, (c) reliability, and (d) analysis based on the core principles of metric assessment. After calculating the indices for each indicator, sub-indices of responsibility, competence, and ethics, as well as the overall index of public officials for each district and city, comparisons and analyses were conducted. The analyses included residents of neighborhoods with high and low living standards, suburban areas, and mixed neighborhoods, as well as groups with vocational, higher, complete secondary, and incomplete secondary education levels.
