Labor migration as the growth potential of the population of Russia

The article substantiates the necessity of using process approach as an effective mechanism in implementation of the principles of migration policy. It contains assessment of the main strategic issues in the field of movement of labour in EAEU (Euro-Asian Economic Union) that requires development of framework to improve management of migration processes in EAEU, where methodological and organizational issues are coming to the fore. It provides practical recommendations for increasing the efficiency of management of migration processes within EAEU on the basis of evaluation of the process of management using qualitative and quantitative performance indicators. It presents the scheme of management of migration processes as a system that consists of large and small, complex and simple processes, each of which in turn performs its particular role in the effective management of the system as a whole. The activity itself (the process), in this case, is not built vertically, as usual, but is formed of horizontal linkages that involve self-coordination without participation of senior management. It was determined that for a better application of the process approach in management of processes - processes need management that means: first, ability to identify processes; second, ability to describe (to model) the processes by means of modern standards and software; third - to analyze their efficiency; fourth - to improve and optimize them if necessary. The article shows that under the conditions of expanding Euro-Asian integration the migration policy needs a conceptual revision at the international level.
