Labour potential of people with disabilities: problems of implementation

The article is devoted to issues of employment of people with disabilities. Comparative statistical data cited in the article shows that Russia is not among the leading countries with regard to the employment of disabled people. The increased relevance of these issues is confirmed, among other things, by the ratification by Russia in 2012 of the Convention on the Rights of Persons with Disabilities, adopted by the UN General Assembly in 2006, and subsequently finds repeated reflection in the regulations issued by the government bodies of various levels. The article contains the results of an analysis of the problems faced by people with disabilities when entering the labour market and in the process of working life. It shows that to increase the efficiency of employment of people with disabilities, it is necessary to optimize the regulators of the activity of several groups of actors participating in the relationships related to their employment. The analysis was carried out on the basis of data from two studies commissioned by the Department of Labour and Social Protection of the Population of Moscow in 2017 and 2018: a study of the position of vulnerable groups in the Moscow labour market, as well as a study devoted to development of methods for assessing the position of people with disabilities in the Moscow labour market and formation of a forecast of employment indicators for disabled people in Moscow.
