Labor resources as a form of human capital

It is impossible to separate human capital from the actor of labor in the system of labor relations, since the unclaimed knowledge, skills and abilities of the individual build the human potential (unused human capital). From this perspective, human capital is treated as the productive capacity of the individual or the ability to provide labor services. Human capital is exclusively implemented in the system of labor relations, and labor resources are its form. Based on this, the study assesses the labor resources in the regions of the Russian Federation. Labor force and labor force participation rate are analyzed in dynamics and in the context of the Russian territorial entities. It is concluded that it is necessary to focus on increasing labor productivity to provide the social and economic development of Russia.
